The history of April Fool's is somewhat uncertain.
The most popular explanation comes from when the western world adopted the Gregorian calendar in the 1500s.
The Julian calendar year began on March 25. Festivals and balls honoring the New Year would climax on April 1st. The Gregorian calendar changed New Years to January 1. People who forgot or simply didn't acknowledge the change were labeled "fools". Others would try to trick there friends into coming to a "New Year's Party" on April 1st that didn't exist. The British brought the holiday to the United States.
Most all European Country's acknowledge the holiday in some form.
If your fooled in France they will shout, "Poisson d'Avril!" meaning April Fish. (April fish are young and easy to catch.)
In Scotland if you are tricked they will call you an April "gowk" translates to April Cuckoo.
In England you would be a gob, gawby or gobby.
